Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:- (a) whether the Union Government propose to procure Oil and Natural Gas from Russia; (b) if so, the details of the terms and conditions thereof; and (c) the cost at which the oil and natural gas would be procured from Russia? MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA) (a) to (c): India has expressed interest in participating in exploration and development projects in oil and gas sector in Russia. At present ONGC Videsh Ltd. (OVL) is getting production from two producing projects namely Sakhalin-I project and Imperial Energy Project. In these projects OVL has the option to bring its share of oil and gas to India in cash or kind. Average sale price of crude and gas in respect of Sakhalin-I Project, Russia during financial year 2008-09 was approx. USD 87/ barrel and USD 90 Kilo Cubic Metre(KCM) respectively. The average price of exported Crude (FOB Primorsk) in respect of Imperial Energy during financial year 2008-09 (Jan 2009 to March 2009 only, as acquisition was completed in January 2009) is approx. USD 43/ barrel. However, at present there is no proposal to import oil and gas from Russia. |
